In life, important decisions are made early. Careers and income are usually determined by choices made at school and university and often these choices are based on minimal information. Similarly, with building projects, the big decisions come at the beginning, not least the decision to build at all. Once the decision to build is made, it rules out all other options, including the sometimes very attractive options to do nothing, to buy a ready completed building, or to invest in reorganisation.
