Introduction

The preceding chapter outlined the compensation available from the owner of a tanker which causes oil pollution damage in states where his liability is governed by the Civil Liability Convention 1992 (CLC 92). In most such states additional compensation is available under the 1992 Fund Convention, which dovetails with CLC 92, and in some states a third tier of compensation is also available under the Supplementary Fund Protocol of 2003.1 These second and third tiers of compensation are provided respectively by the 1992 Fund and the Supplementary Fund, organ-isations jointly known as the International Oil Pollution Compensation Funds (IOPC Funds), which are the subject of this chapter.
