In parallel with technological advances, offshore industry is beginning to intensify its efforts to explore and exploit seabed mineral resources in deeper locations, resulting in a considerable increase in the number of fields that are currently in operation. Partly due to stringent regulatory demands put in place by coastal states,2 the offshore industry enjoys a good safety record. In fact, until recently the industry has been viewed as being only a minor contributor to pollution in the marine environment compared with other sources of pollution.3
